Trying to find a good list manager program

Im looking for a really good list manager program with the following features. Does such a tool exist? Can someone point me in the right direction to find one?

Looking for the features below:

Merger
Sorter
DeDuper
Counter
Splitter
Sampler

That program works good for some things but im trying to find something that can take 1 file and split into seperate files and other things like that. Some sort of an email list management type program that will work with combo lists.
